It's a scheme allowing foreigners to rent selected HDB flats at a fairly low cost. Costs are between about 800 to 1500 dollars depending on size of the unit. But there are two definite restrictions: 1. you cannot rent alone; it must be with your spouse or another foreigner. 2. you cannot see the unit (except from the outside) before signing the lease. Also, what is included in the unit in terms of furnishings is totally arbitrary.
