Baby has been pretty unsettled lately. Think he has a case of phimosis. Could this be making a 15 month old unsettled especially sleeping at night? What is the procedure here if/ when I take him to the docs? Thanks for the advice.

Your post is a bit odd. Phimosis is where the foreskin cannot be retracted, which is perfectly normal in a little boy your son's age. Do you mean you think he has an infection of the tip of the penis/foreskin ie balanitis? If it is inflamed, take him to see a doctor for ointment/antibiotics as appropriate with proper diagnosis. Is he just unsettled with no obvious local symptoms? Don't know why you would think circumcision would solve that. If you think the nappy area is the source of his night time problems, maybe he has threadworms which are itching and irritating him at night? Easy to pick up at the toddler stage and easy to get rid off too.

and irritation is likely to be caused by TRYING to retract the foreskin.
