It takes 1.5 hours from Narita to Shinjuku Station by Narita Express (train), which is a major shopping/tourist area.  If you stick to the area nearby the station (which offers a lot of shopping/restaurants), you should be able to manage without getting lost.

Alternatively, you can ride the train to Tokyo station instead.  This is the business district and shopping/restaurants are more upscale.  This area dies down much earlier than Shinjuku.  So if your lay over is in the evening, you may want to consider going to Shinjuku (the ride is 20 minutes longer than going to Tokyo station).

Enjoy!

When I was in your situation, I got a map/guide to Narita town from the Japan National Tourist Office booth at Narita.   Then took the local train (not the airport express) about 15 minutes to Narita.   There is a town with a couple of neat old temples, and plenty of opportunity to gnosh on Japanese food.   Authentic, and a heck of a lot cheaper than riding all the way into town.

All I remember about my first time in Shinjuku station was getting lost! It's a mini city in itself... If shopping is all you want, then it'll probably be the best bet - heaps there with an enormous variety and if you're careful not necessarily expensive. (Last time I was there a couple of months ago I picked up some trousers and shirts in Timberland for cheaper than I could get here... )

If you want to include a little sight seeing, while I've never been to Narita town but it sounds like a good enough alternative and convenient to the airport...
