I have a budget of $400 (all up) and would like to book a surprise one-night holiday for my partner's birthday.  We're both 28, easy going, fun, like the nice things of life...
Can anyone help with suggestion?

try the honeymoon suite at the Beauford resort at Sentosa.  can't remember exact price but wasn't above $400.  You get a bottle of champagne on arrival, breakfast to room, dinner for 2 at Sigi restaurant (it's buffet but very good) and you feel like you've gone away from Singapore but doesn't take you long to get there.  Ph: 275-0331

We had a great time and I thought it was a very romantic idea!

Tioman?Huh Berjaya Resort. Do you like snorkelling, if not its a great thing to try. You can get a package for under $250(transport and accomodation)

Sorry, misread - for 1 night only, I think Tioman may be a bit far, unless you fly, but then it will cost you more. It is 4 hours by ferry.

Another nice place which is very near Singapore is Bintan, a 45 min ferry ride.  There are many beautiful hotels/resorts depending on your budget.  Ferry tickets are around S$45 for weekend (pls check the ticket fare).  If you go to the World Trade Centre, you can actually get the tickets there.  As for accommodation, you may check-out from Travel Agent, Straits Times, Classified section.  Accommodation starts for as cheap as S$100 depending if there's a promotion for the period you are going.
