GCE "O" Level - General Certificate of Education Ordinary Level - In the UK these are taken at the age of 15/16 in 7-9 subjects

GCE "A" Level - General Certificate of Education Advanced Level - In the UK these are taken at the ages 18/19 after your "O" Levels in 2-3 subjects and needed for acceptance to go on to University

sounds like you are more familiar with the German system.
O level is similiar to Hauptschule, A level very similiar to Abitur.
About the university degrees, I'm not so sure, but out of experience a Batchelor degree can be something like a DIpl. Ing.

a batchelors degree (eg. BSc) is an 'ordinary' undergraduate degree. (3-4 years average)

a masters degree (eg. MSc) is a postgraduate degree (1-2 years average)
