What is the maximum ratio for Locals vs EP pass holders for the average Singaporean company...?

Any guidelines / experiences out there?

I think it depends on whether it is a purely Singapore company, or a regional office for several companies (incl the sgp one).  

I work in a regional centre and we are roughly one foreigner to 1.5 locals.  In our local office they have about 5 foreigners to 400 Singaporeans, but I don't know if they have reached their quota!

I really don't think there is a quota as such, but I think SIR looks more favourably at EP applications from companies who have a good record in employing locals. The number of Singaporeans employed by the company in question is therefore pertinent when EP applications are being considered.
I work for the local office of a multinational prof services firm. Of 30 employees around 12 are locals (including all the secretarial, reception staff etc) and the rest are expats, either PRs or EP holders.

I had some wonderfull ongoing battles with the ep people over the 7 months i was in singapore last year .. the main problem that kept dragging us back was the quota issue ... it seems that amongst other things it depends on how and where the company recruits from. I was working for an IT Outsourcing company, who had employed quite a few people from Bangalore and Indonesia. the fact that we were about 80% foreign nationals, and me being brittish as the last straw, we had great fun.  The government seem to runa  rule of thumb of about 30% foreigners 70% locals, unless you can justify why you need an extra employee.
