Some countries don't allow spouses to work as expats. Does Singapore have such a restriction? My company may be able to also employ my husband as an expat.

No restriction. The company will have to apply for a work permit. If he has skills that are needed there will be no problem

If you are the employment pass holder your husband (dependant) will just need to apply for a letter of consent. Sometimes the company he is going to work for will apply on your behalf.
