Yes, it is HDB housing units allocated to "Foreign Talent".
I've never lived in one but I have stayed as a guest for a couple of weeks.
Basically it's good standard Government provided housing with no frills.

They mentioned that a 3 room flat can be rent from $700 - $800 per
month but the flat does not come with any furnishing. If you are still keen,
you may call this number 665 4670/1/2/5 or 1800 - 5687000. Persons wishing to
rent the flat would need to go to the office to register and select the flat.
