If you are a resident according to the ordinary meaning of the word resident then you will be treated as such by the jurisiction in which you reside!!!there are situations in which the issue is not so clear eg the year in which you arrive or depart and there are therefore rules such as the 183 day rule to clarify the situation.
You will not find an answer to your question on a website. If you will not pay for professional tax advice try going to the inland revenue and seeking their advice.
As to whether or not you will also fall within another taxing jurisdiction will depend upon 1) the law of the other country and
2) any agreement between Singapore and that country ...called a Double tax treaty.
It is a very complicated question...go and pay for advice.
