My wife bought a basketball goal from one of our finer Holland Village establishments.  She was told that it was "regulation size", which turned out to be 9 1/2 inches shorter than standard.  Now the mercant is saying that they meant to say it was for leisure only - and won't refund the money.

Is there a governmental agency to complain to?  Does it generally do any good?

... you could try complaining to CASE (they're at the Community Centre in Ghim Moh, I think) ... might be worth a go.

try 'threatening' the shop first that you will be lodging a complaint with CASE - they might not want to go through the hassle and refund you...

Thanks for the info.  I remembered seeing a reference on the board before, and could not find it in the FAQ section.   I will threaten him with CASE, as well as with outing him to my friends and colleagues.  I am just surprised a businessman would want the reputation he is earning.

You could also take the matter up at small claims court, but CASE should be able to advise you as to what your chances are there.    Sorry to hear about your being cheated.  Shopowners here are too short-sighed and greedy to even consider being fair when it comes to doing the right thing and giving a refund when the product they sold you isn't as advertised.  First class facilities, third world people, that's Singapore.

If you're caucasian you could consider playing the "angry bignose" wildcard (rant, yell, wave your arms and generally act in an unseemly manner).  

Its unnerving for the recipient and may generate a result (e.g. deployment of this weapon convinced Ericsson to - finally - replace my buggy phone).
