I, too, have a nursing toddler and have had no problems nursing in public. As I am a veteran nurser (this year marks year 6 doing so), I don't even bother looking for special facilities or changing rooms. Granted, I think I manage rather discretely in that most people think that my child is just resting in my arms instead of nursing. Worldwide, I find that people, given their choice between a crying little one and a silent nursing little one, are happy to have you work a little nursing magic. Here in Singapore, it sure makes the taxi rides a little more peaceful.
For breastfeeding support, you can contact the Breastfeeding Mothers Support Group listed in the phone pages. I also understand that there is a La Leche League in Singapore. My understanding is that the former tends to be made up of locals going back to work and the latter has more ex-patriate moms. Good luck and don't worry about nursing your little one.
