I gather there is a branch of the IRS department here in Singapore.  Can anyone tell me how to contact them?

There is a nasty rumour abounding that a new law requires foreigners earning income in the US to fill in all sorts of nasty forms (a W7?) or have withholding tax taken out.  This is scaring the life out of a bunch of Australian authors who earn pitiful royalties (we are talking $14 here!) out of the US and are now faced with a mountain of paperwork.

So if there are any user friendly IRS people out there, please can you Email me privately?
