Hi

I am on a DP. I took up employment for about 3 months and then quit my job as I did not like the work culture in my company. I am currently not working. Since I had worked for less than 183 days, I had to pay 15% tax (non-resident tax rate). Now that I have stayed for more than 183 days in Singapore  (resident for tax purposes), can I ask for a tax refund from IRS?

Yes you can, although it's is dependent on your residency status in previous years (forget how).

I was in a similar situation last year.  Called the number given on my tax assessment and they told me where I needed to go to fill in a form + the various bits and pieces to take with me.  (Tip - avoid the queues by showing up at opening time)
