"In his speech, PM Lee made it plain that the country's long-held pride in being clean, functional and efficient was no longer enough.
Many cities, old and new, are remaking themselves, greening their cities and developing iconic buildings. Among those he named are Barcelona, London, Sydney, Glasgow, Shanghai, Bangkok and Kuala Lumpur.
But ultimately, what determined a great city, said Mr Lee, was the X-factor. 'You cannot quite explain it, but you know it when you arrive in a city that has it... You want to work and play all day and all night, because there is too much to see and do, and the city never sleeps,' he said."
