I don't recall getting a notice about renewal. So, just go down to the ICA with relevant documents and have it re-newed. Also, just so that you get your terminology correct, you are NOT renewing your Singapore PR (SPR). Your are renewing your Re-Entry Permit (REP). SPR does not expire. You must "give it up". It is your REP which is expires either 5 or 10 years time. Go to the ica.gov.sg website PR -> PR: Application for REP. All info needed is there. Have fun! at ICA!

If you are on a family ties PR you also do not need a job to renew your REP.
If you obtained you PR on the technical/education scheme and are under 50 then yes you need a job. Also, it may be difficult getting a 10 year renewal if you are on the technical scheme but it's very easy (just ask for it) if you are here on the family ties scheme.

I've been a PR here for a long long time. I was out of work for about 1.5 years during 04-05 and my REP expired in May of 04. I did without the REP until I found another job in June of '05. I didn't renew it earlier for the same reason. When I was there I explained why I had let it expire for so long. The officer there told me it wasn't necessary to have the employers letter once you are over 50 years of age. I also had been told elsewhere that you could no longer get a 10 year REP so I asked her. She said no problems. So I am on a 10 year REP which will now take me to retirement and beyond. Having said that, I will say that I did not confirm that the over 50 pertained to all or if it just pertained to those with family ties (my case). I did however, have to have the employment letter the previous renewal time though and I was below 50 then.
A quick call by you to ICA could confirm it though.

We left singapore because he was having a hard time to find a job there that time bad market.But would love to go back again.
what happen if we let it expire? Can we re-apply for REP when next time we go back? do we have to start the PR application all over?

If you let your REP expire while you are out of the country normally you will lose your PR. You can still come back to Singapore but on a normal Tourist Visa. If you haven't been out too long it is sometimes possible that you can just pay a $100 fine and the normal fees for renewal of the REP. However, be advised if the whole family went back to the US it is rather doubtful that that will be allowed as it would appear then that the departure was permanent and not for a short term reason like doing a Masters in the US or UK (most cases I've hear of getting it back with just a fine is been for leaving for a sabbatical or obtaining a Masters).
Also, be advised the a child who obtained PR MUST apply for termination of PR status as the child, if a male, as a PR, is required to do NS in Singapore. Leaving the country and having their REP expire does not cancel the child's PR. Only in the Adults case.

BTW, when I renewed my re-entry permit, I was in and out of there is 30 minutes. Done and dusted. Totally impressive! All hail Singapore!

You don't lose your PR. It is just that your REP will not be renewed unless you can prove you have paid tax. So as long as your REP is still valid you can come back to Singapore on REP, after it expires you can come back on tourist stamp and you can stay (and work) in Singapore as a PR. You just won't have a new REP to travel in and out. After working and paying tax again for a few years you should be able to get a new REP.

Above are from ICA website. my REP expired in early this month and i have been working in other country before its expiry till now.
I WENT TO RENEW THE REP A FEW DAYS BEFORE THE EXPIRY OF REP BUT IT WAS REJECTED. I WAS THEN ADVISED TO SURRENDER MY PR BLUE IC TO THE ICA AND OFFICIALLY 'CANCEL' THE PR STATUS. (Though the above quotes already mentioned that you "will lose" your SPR status if you remain outside w/o valid REP.... KIND OF CONFUSING.
Also, the official told me it was "illegal"(most favouritely used term in spore hehe..) to keep your SPR identity documents e.g. IC after your REP expiration.
