One of the units in our apartment is not working properly since over a month ago and I think it is going to break down anytime soon - getting hotter and noisier everyday. I want to replace it with a new unit but cannot get hold of the landlord for weeks. We even stop paying for the rent for last month and hoping that they will call, yet still no reply. What is the norm here - landlord pay for durable appliances? will they refuse to cover the expenses?

Read your tenancy agreement. You know, that legally binding contact that you signed? The contract which sets out what the LL is responsible for and what the tenant is responsible for.

I am pretty sure you can not just stop paying rent because one of your aircon units is not working "properly".

Did you go through an agent?  You can contact them.

First try to get an aircon technician to see if it can be repaired. Get a black and white from the technician to confirm that it is beyond repair if it is really the case. Try to contact the agent as well who was involved in the lease.
