Am not sure but I think I saw a small selection at Takashimaka.  There are also a few boutiques in Suntec (near Toys r Us) that carry a few white dresses.

Monsoon in Metro at Paragon often has pretty dresses, as does Isetan (all branches). My daughter wore a simple cotton sun dress last year that I bought from Gap.
