It's definitely something that is quite prevalent in our office. For example, when the senior management are in, 90% of the employees show up on time or slightly after (09:00 to 09:40) and then they tend to stay in the office until said management have gone home for the day (any time from 19:00 to 21:00). Lunch break is usually 1 hour.

When the management are not in the office (due to extensive travel requirements), most employees wander in around 10:30, read the FT, have a late breakfast, followed by at least 45min in the toilet. Lunch break is usually from 11:30 (to beat the crowd), until 14:00 (presumably to avoid the crowd heading back to the office). Home time is 18:00 sharp, or perhaps even 17:45 (again to beat the crowd).

Whether or not someone is productive during their working day is entirely dependent on their role and the management overseeing them.
