1. Some clubs have annual tours, the Hollandese (Dutch) club has a tour.
If the tour is not full people who are not members CAN go. Member and non members have to pay for the tour but non member pays a little more.

2. There are private tour guides, you could tell them next time a group is going you want to be included, some times they let a few extra people in a group.  Maybe the Singapore Tourist office, it was at Orchard can give you some names of guides.  My fav guide is a Eurasian lady with red hair.

3. Some church groups organize these Black and white house tours.

4. Singapore American School has a house tour  but not all Black and white houses and it's for a fund raiser.  You may have to have a child at SAS or be invited by an SAS parent.

5. Get on your bicycle, ride a bus or take a taxi and then walk around the neighborhood and at least see the outside of the Black and white houses.  They are all so different that it is satisfying to at least see the outside and the large yards.

There are some books that can guide you to the areas to look. 
Try Google STREET VIEW view first to make sure it's what you want to see.
