Hello,
      I have been in Singapore for 6 months and about to recieve my PR.Prior to that I was in London and worked as a wardrobe mistress on West End musicals and plays, with occasional television wardrobe work .I design and make costumes too.I have no contacts in Singapore so any advise or imformation or sggestions would be greatly appreciated.Thank You

There are several theatre groups in Singapore: Singapore Repertory Theatre, Buds Theatre, Cake Theatrial Productions, Wild Rice etc etc.
There's the ASA, Singapore Actors Association. There's the TTAS, Technical Theatre etc.
Two big English names: Michael Corbidge and Claire Devine. Just go to google singapore and I'm sure you'll find all the info you need. There's loads of stuff here in your line of work.
Make appointments, show them your portfolio and off you go! Don't think it should be that hard to find a way in... can't help you with tv.
