My sister was offered a postdoc at NTU, for SGD$3500/month. This is his first and he completed his PhD in UK, funded by a research grant project under a famous prof.

Is this way too low? She hasn't got the offer letter yet, but would it be better to negotiate the salary after receiving the letter or before? And how? Many thanks.
