Would I still have to pay the TV tax - if I had no TV ?

What if I installed a TV card in my PC and watched TV on my monitor ?

TAXidermist,

WHERE on the WWW does one go to download TV programs and watch on the computer.  I am interested in this, to store TV shows on my laptop and watch on long boring flights on cramped airlines which offer lousy service and poor movie choices
