Whats the point in those EPEC? One can always come in for 3 months, bugger off to Malaysia and comeback again.

Having an EPEC means your background (academic and work experience) has been checked by MoM and an EP application will not be rejected because of that. This lowers the risk for potential employers and thus gives you a higher chance of getting a job offer.
An EPEC is NOT a pass for staying in Singapore for the job search! You'd have to apply for an SVP independently from the EPEC if you want to stay here during your job search - or you leave and return every 30 days, up to you.

An EPEC gives the holder an LTSVP for 12 months so no need to go out and back.  This is a one time visa

LOL.. try doing it more than 3 times and see if the Immigration notice or not
