US citizen with all the qualifications for a PEP (10+ yr exp, under 50, over S$8k monthly within last 6 months, master's degree from US research university, etc.) currently in Singapore and wants to stay but has no job/sponsor.  I have a freelance contract that can get me S$4000+ per month working part time.  Looking for full time work but need living situation worked out as have spouse and child (under student pass but school won't sponsor guardian pass) here ASAP.  I have every indication to believe that if I got a job here it would be for more than S$8k per month based on my background.

Option 1: Get PEP, find a sponsoring corp for freelance contract or have wife form (non entre) corp and go under her

Option 2: Form (non entre) corp and then file for an EP with freelance contract.

Negative to option 1 is that I cannot have a corp in my name and I can only ever have 1 PEP.  Positives are that now I have over 8k in income (within last 6 months) and it may be a while before I get there again.... meaning I would have to be on EP for 2+ years, etc.

Negatives to Option 2 are stronger chance of rejection of EP as income less than S$4500.  Also it will take much longer and moving from master room to master room is not fun.

As far as my standards, I can live on the amount of the contract + my savings for a while.  I just need a place to stay (and a decent phone), etc. and I can't get that without PEP or EP.

Suggestions or comments?

I can't say for certain, but I'm pretty sure that you have to have a valid EP in order to get a PEP. Since it sounds like you don't have one right now, it looks like option 1 is out.

Option 2 might work, although I don't know the details of starting a new corporation in Singapore.

Per MOM, "Foreigners who wish to work in Singapore may be eligible for the Personalised Employment Pass if they are:

Overseas foreign professional whose last drawn fixed monthly salary overseas was at least $8,000
 The last drawn fixed monthly salary overseas should be no more than six months from the time of the application."

I also did a search on the board and found others that had gotten their PEP while in their home country.  Unfortunately, my situation did not allow for that. 

I am leaning towards option 1.  The main issue I have now is finding someone with a SingPass to submit online (2 week wait) or have to suck it up and wait 5 weeks if sent via mail.  Most visa help places want S$1000 and they do it all.  That seems really high since I am doing all the work (gathering all docs, digitizing, placing in PDF).  If anyone knows of a much cheaper place that only submits your package, let me know. Moving around every 2 weeks is not fun.

Submission online via SingPass can be done only for if the applicant is/was on EP earlier.

A Person with Singpass cannot apply for PEP for another person.

So, if you want to apply for PEP, without you having worked in Singapore before, the only option is a Manual PEP Application

You've found others who have claimed to have gotten a PEP while in their home country. Personally, I'm a little skeptical of such claims. I only know a couple of PEP holders (including myself) and these were issued while we were (are) in Singapore on valid EPs.

Pep holder, I am confused.  I thought only PR and citizen could get SingPass.  If so, then how did you apply?

All tax payers can get a Singpass, so if you already have an EP you cna have a Singpass.

This is correct. I got a SingPass when I was an EP, which is how I applied for a PEP.
