Yes, they can work and also get paid. Look up Letter of Consent.

Many thanks for your replies but they are conflicting with each other. When is the Letter of Consent issued? I am presently waiting for my work permit to be issued before travelling next weekend to Singapore.

If you are present in Singapore on a dependent pass, the potential employer can obtain a Letter of Consent - as an earlier poster indicated.  This does not take much time - 5-7 working days is my understanding though it may depend on the working relationship between your employer and the MOM.

best source of information is the MOM website - they also have a section for frequently asked questions.
As a previous poster stated you can work with a DP&letter of consent. In my experience a lot of companies do however convert the DP into EP once they make an offer. The company normally applies for the EP and costs are approx 90 SGD (or at least where 2 years ago). The EP has different levels, P1, P2 etc depending on salary levels. All this info is also on the MOM website.

One thing to be aware of in interviews is that many HR/recruiters will ask you about what your partner is doing, how long his/her contract is etc. Don't be annoyed with those kind of questions they simply want to find out about his/her and your commitment to staying and working in Singapore.
