Since no one else has answered, not exactly a kilt but the Tanglin Trust junior uniform is a tartan skirt. You could try their 2nd hand shop if you don't want to spend a lot on something that'll be worn just once. If you're looking for a boy's kilt, sorry, can't think of anywhere, but someone at the St Andrew's Society may be able to lend you one if you contact them.
