I love near Barker road and in the mornings on a weekend I can hear a pipe band playing.  I have walked around the area and can't find exactly where it is coming from as I would like to book a piper over the Christmas holidays. 

Does anyone know exactly where the play or a contact for some bag pipe players in Singapore

The Singapore Police Force has a Bagpipe band.  Google the police force / bagpipe band and ask them to recommend someone for hire.
