What in this world is the point in having an MBA in HR??? Surely this kind of profession, let alone intellectual stimulation, is reserved to a lower form of education?

You will simply be wasting time and money. A LOT of degrees now days are only created because of guaranteed government fundings in the UK, and I can only assume in such profitable market of higher education, this is exactly the same case everywhere.

It is a very general question you ask here - my very general answer would be yes they can if they have relevant skills for the SG market. Right now Learning&Development is hot as are C&B - best for you to check out some of the HR jobs on the online job *** and posted in the HR magazines (online versions available) to see whether your skill set matches the demand here.
Recruiters will provide salary indications as well. Thus, no general benchmark here I am sorry, I suggest that you do some proper research to get to what you want.

Other alternative - ask your current company to transfer you?

I take it you have never studied for an MBA. Most MBAs have the same basic 9-12 modules, only 1-3 modules are different (specialisation). An MBA in HR and an MBA in Finance probably have the same 90% of modules...

HR is not as demanding intellectually as say 'Strategy' or 'Marketing', but if you have a big organisation, your ability to recruit and retain suitable, smart people is often crucial to your success...a good manager can make or break a company.

I love expats. I hire many of them to work for me. Most of my expatriate employees from developing countries are generally very nice to me (that is until they get their PRs Cheesy). Expatriates make up a significant portion of my customer base, and I rent out my properties to an American and a Japanese family.

Please, only the loser locals who work in dead end jobs are worried about being replaced. And I am glad they are being replaced anyway, because they stink. Expats (especially VIPs) bring money and jobs into the country. My only wish is for Singapore to recruit its immigrants from developed countries rather than developing ones, as the quality of immigrants would be higher. But alas, a stupid and ugly girl can never attract handsome and smart men as suitors. Cheesy
