Someone already employed in Singapore on a salary of $1800 a month will just never be considered for such an enormous jump in salary to $5000. It wont happen. Neither will the sign on bonus.
Get real and stop giving people a false sense of hope.

These are foreign talents ...not the kiasi and kiasu local talents. They come to Singapore with exceptional skillsets and drive. Employers are willing to pay top dollars for such talents. Since the foreign talent will be working long hours - those wages are not exceptionally high. It is less than $30/hr. That's cheap labour.
Foreign talents should not settle for less. If you are good, then demand the top pay, otherwise sell your talents elsewhere.

If you are in Singapore earning less than $2k, how did you ever get your work permit? You are better off remaining in your home country with that level of compensation.
Leave Singapore nd come back again. And this time ask for the compensation you deserve. The Singapore government recognizes foreign talent; you need to recognize and present yourself as foreign talent.
