1) If there's a police raid and you happen to be in the vicinity, you will need to produce your ID. Otherwise you'll be detained at a police station and someone you know will have to bring along your ID. It's for them to check that you're not an illegal resident or someone on their wanted list. This happened to a friend of mine who was at a pub. The police raided the place due to suspicion of drug peddling and illegal activities. He didn't have any identification on him so he was taken to the police station.
2) When you enter a place with high security, you will need to exchange your ID for a security pass.
3) For certain transactions at banks and government offices, you will need to produce ID.
In short, have your ID at all times. It saves you a lot of hassle.

I do carry mine continuously. I have found, though, that it is not necessary to actually leave your ID at the office building security. I usually insist on leaving a business card or other item instead of my official ID or driver's license. I'm not sure it is even legal to require you to leave your official ID.

Some building security will not budge - no ID, no entry. Eg. The Concourse at Beach Road.
Whether it's illegal or not, you'll have to take up the issue with the management of the office building and the government.

The old EPs did not have a photo, so unless you also carried your passport, they were pretty much useless as ID. The new ones have pictures, so are quite useful to carry around (as I believe you are supposed to), but most of the time a Singapore driving licence will do just as well

In the days when I carried one of the old EPs, along with the old non-photo foreigner's driving licence, it was always accepted, by all sorts of officialdom, as sufficient ID. Sans passport. Picture or no picture.
As a PP wrote, these days a photo driving licence is accepted as a substitute for IC everywhere too.
