I have and EP with my own PTE LTD company in singapore.
I am the resident director on it.

I want to start a 2nd company in singapore. Can i use my name as the resident director?

No.
An EP allows work only for the one company mentioned on it, and it does not allow to start a business, or do freelance or side jobs.
