I am just wondering if you are able to renounce PR in Singapore after registered for NS at 16.5 years old.

Not likely. And not if you ever want to live here. Why would you do this?

I'm wondering if you receive a letter telling you that you are liable for NS registration at 16.5, but receive the registration at a later age, can you still renounce your PR after you receive that letter only but not yet register or do anything? I know someone that wants to renounce, so I'm just asking.

Assuming you are the one concerned, the first thing I would do is talk about it with your parents. Considering the current economic and immigration climate in Singapore, renouncing your PR may affect negatively their future EP/PR applications/renewal.

Yes. But I would just like to know if it's possible to renounce PR after receiving that letter stating that he is liable for the NS Registration at 17.5 years old. He is now 16.5. That letter is like a notice, it just tells him that he is liable for the registration and nothing else. No medial check up, no enlistment, no registration either. Nothing important to read about. But it's a note telling him that he will receive a registration letter at a later age.
