They said Britons whatever that means as nobody actually uses that word in the UK (usually only a word which is found in foreign media) so I assume they actually meant BRITISH, therefore that could be someone from any one of the 4 regions of Great Britain.
England is not a country, it is one of the 4 regions of the country of Great Britain as is Northern Ireland, Wales and Scotland.
